In a landmark move for environmental progress, the California Air Resources Board (CARB) is intensifying its regulations on Transportation Refrigeration Units (TRU). These mobile refrigeration units are pivotal in maintaining temperature-controlled goods during transit. The upcoming changes, effective from December 31, 2023, are a significant step towards California’s goal of making all truck TRUs zero-emission by 2029.
Key Compliance Requirements for Transportation Refrigeration Units (TRU) Starting December 31, 2023:
- Adoption of Zero-Emission Technology (ZET) in TRUs: TRU operators are mandated to convert 15% of their truck TRUs to ZET each year for seven years. ZET TRUs, including electric models or those using alternative refrigerants, are essential for eliminating emissions from vehicles.
- Expanded TRU Reporting Guidelines: The regulation now includes all TRUs operating in California, even those based out-of-state. TRU operators must register with CARB, remit operational fees, and ensure their TRUs display CARB compliance labels every three years.
- Facility Compliance for TRU Operations: Owners of certain facilities must register with CARB, pay periodic fees, and confirm that only compliant TRUs are used on their premises. This requirement targets:
- Warehouses, distribution centers, seaports, and railyards larger than 20,000 square feet.
- Grocery stores with a footprint exceeding 15,000 square feet.
- Responsibilities for TRU Vehicle Owners and Drivers: It is crucial for TRU owners to ensure their units meet CARB standards. Drivers are also responsible for cooperating with CARB inspections.
